Pet keeping is very common in France. According to data released by the French Domestic Animal Archives Association, there are currently more than 60 million domestic pets in the country, including dogs, cats, birds, fish, etc., and about half of French households own at least one pet.

In order to manage domestic pets more effectively, the French government has introduced a series of regulations, especially focusing on regulating the breeding behavior of dogs and cats. All pet dogs and cats must be registered with microchips. The chip content includes pet owner information. Although the proportion of French people raising pets is relatively high, half of the French people own at least one pet. The Pet Food Industry Association pointed out that the cumulative number of pet cats and dogs raised in France is close to 22 million, but according to animal welfare organizations, about 100,000 animals are abandoned locally every year.

Why are so many cute little lives ruthlessly abandoned by their owners? Multiple studies have shown that moving, separation, financial problems and long-distance travel in the summer are the main reasons for abandonment. Among them, owners traveling in the summer and being unable to take care of their pets is the most important of these reasons. Of the nearly 100,000 cats and dogs abandoned every year, nearly 40,000 are found along travel routes.

Faced with this situation, cat and dog lovers in the French government could not stand it anymore and decided to address the source of the problem and curb the phenomenon of abandoned cats and dogs from the buying and selling process.
